Dr. Ruka is an Albanian business lawyer advising and representing foreign and local companies operating in Albania across sectors such as energy, infrastructure, construction, education, etc. His areas of expertise cover company law, employment law, competition law, civil law, administrative law (regulation and compliance, licensing & permitting), banking law, environmental law, etc.
Dr. Ruka assists foreign investors entering the Albanian market through investment contracts or licenses obtained from state authorities. He has significant experience in relation to the legal practices for the award and implementation of investor-state contracts under the legislation on concessions, public procurement, renewable energy projects, mining, production and sharing contracts, etc.
Since his graduation in 2003, Dr. Ruka has gathered enormous experience from his previous engagements in high executive positions of central government (prominently acting as legal advisor to the Minister of Defense and Minister of Health) as well as from private practice in reputable law firms in Tirana.
Dr. Ruka lectures civil law and European Union law at the University of New York Tirana (UNYT).
Dr. Ruka was admitted to the Tirana Bar in 2004 after receiving his law degree from the Law Faculty of the University of Tirana (2003). He holds a Doctor Iuris degree (summa cum laude) from the Law Faculty of the University of Hamburg (2016). He also holds a Master of Law and Business (MLB) degree from the Joachim Herz program of the Bucerius Law School/WHU Otto Beisheim School of Management (2010) and a Master of Law degree (LLM) in European and European Legal Studies from Europa-Kolleg-Hamburg, University of Hamburg (2011). He is also a graduate of the European Center for Security Studies “George C. Marshall” (2007) and the Albanian School of Political Studies (2009).
